monitoring internet and sms?

The Election Commission (EC) has requested the Multimedia Commission and police to monitor election campaigning via the short messaging system (SMS) and the Internet. so says the report here.

how does one monitor the internet and sms? bolehtak? it seems impossible to me. who or how can stop, say DAP‘s LKS to send SMS message to handphone (somehow or other he get the numbers!) to say “vote DAP! vote for me!” (or something like that). the MC or police certainly can’t prevent that…. but i guess the receiver can make a complaints (if s/he wants to!) and thus the MC/police move in, so i guess this is the kind of ‘monitoring’ the EC was talking about?
