the making of government cheques
in my post subject penang boleh regarding the RM3 million counterfeit cheques scam, a reader, richard plywood made an interesting comments on how cheques are printed. as not many people would bother to go back to read comments on an old post, i feel that many people would missed out on his interesting post. therefore, with his permission, i reproduce here what he wrote there. comments on on his comments welcome!

Guys
Only if you knew who I was then you would agree why I write about this cheque scam: Let me educate you guys alittle about cheque making or should I say cheque printing.
First: all cheques uses a special paper with water mark owned by the bank itself or the printer. You cannot duplicate or order this paper from anywhere you like but only from the mill that owns the mold; This paper is called CBS 1 stands for Cheques Bank Specification 1. CBS has about 40 feature tested against all chemical, agent and reaction. Process of water mark can be froudinier water mark or mold water mark.
To order on your own water mark paper, you have to spend about US10,000.00 with a standing instruction or blanket order of at least 2 ton of shipment monthly equals to two full load of container.
Second: The cheques printing is done with security features and security traps that you just cannot simply order. The ink itself is with security nature with waterbase and also fluorescent ink. Signature and traps that you just can’t see. It also bears an insignia of the printer.
There are not many printer who prints cheques. Only about 5 recognised printer.
Third: You have to produce an MICR character printer as a special number which is for your account number and serial number The machine at the bank can only read this number and noot other number in a different process of printing. The machine cannot recognise it. The machine used is called a TD40 printer.
To produce 500 cheques you have to spend about RM250.00 to safely pass the counterfeit procedure. This cost include machine and 1 ton of paper and design.
The signature used by the signatory are chops with rainbow colour and this you can produce or special order.
To have information of payee and amount you have to print it with a dot matrix printer and this you can configure.
My conclusion is: If it is not produce with the above method as mention, the clearing machine will immediately detect a counterfeit.
No one that I know in the counterfeit world would produce or clone this cheques. It is not worth it. This cheques seems to be coming from the same source or are already ready to be printed and I can safely say it comes from the government stocks. Maybe they take the highest serial number of a cheque and work backward and the rightful owner of the cheques works from the smallest number upwards.
For your information I am a known specialist in this security printing world and responsible to develop a good number of security featured document for the government and private sector. I have now retired in my profession since I do not bow to politics.
