criminalise wars?

yes, criminalise wars, so said our dear ex PM. hmm… so war should be consider as a crime. i see. then the leaders who started/going to start the wars/s will be consider as criminals – then why such a huge conference concentrate only on bush (USA), blair (UK) and to a certain extend howard (australia)? [...]
